CAn you tell me what is the charge for failure to stop for blue lights 2nd

Its when someone fails to immediatlely stop for the police when they are trying to pull them over. Its a rather serious offense. The "2nd" means its a second offense. Its unusal for someone to be charged twice with this. Was this person arrested for this charge before? Robert Johnston.
