violation of house arrest for unregistered vehicle charge

Boyfriend on house arrest 30 days for unregistered vehicle charge. He works in restaurant--schedule changes frequently. He had to work valentines day (very busy, they needed him), called his PO many times, it went straight to vm so finally he left a vm and went to work. They arrested him and brought back the two charges they dropped last time (dus and uninsured which were bogus). What can I do? What questions can I ask his parole officer? Please help!
