Yielding on an on/off ramp

When there is a Yield sign on an on ramp that has a merge lane that is also an exit ramp (clover leaf) what does the sign mean? Should the on coming car stop and let the exiting cars come off. Or should the oncoming car continue and stay in the merge lane until the car can yield onto the highway.

I am so glad you asked that question. I am so tired of seeing people bring their cars to a complete stop in the middle of a road. I don't care if its a ramp, or a single lane, or what it is. If it does not have a stop sign or a red light and it says "merge," then that is exactly what you are suppose to do is merge. You look at the traffic your are going to enter, you gage the speed of that traffic and then you adjust your speed so that you can safely MERGE into that traffic. You do not come to a stop in the middle of the road. You "merge." Every person in the United States of America had to know that in order to get a drivers license. Thank you for asking.
