Impairment Rating

Is 5% a reasonable rating for permanent short term memory loss. Injury occurred from a concussion.

No. If you have permanent short term memory loss, then you have suffered some brain damage. Brain injuries result in a more swift deterioration of your cognitive abilities over time. I'm not sure if it is or not. I would have to review the medical records. The last time I dealt with a case where there was a head injury, I was able to prove brain damage which made a very significant difference. The medical reports are truely the key to achieving a favorable settlement.
