Process of lawsuit

If a law is passed and approved by the state, are people allowed to file suit against this particular law before it is enacted or must a person wait until the law goes into effect before they are able to take action.

I would say yes, you would be required to wait until the law is signed by the governor and takes effect. You can do a lot of your groundwork beforehand though.
