I am a programmer and a website engineer. If I see an ugly and/or technically deficient website, I can write to the person and can offer my services, - correct?

Yes but make sure you don't get on their bad side. You can probably use something technical like their selection of keywords instead of their ugly design as the reason you contact them. You might want to get certified with TROANN to be listed on their site, coming out this week, so you can avoid domain ownership and payment disputes with customers.
