legal recourse against a home improvement laborer

We hired a laborer to do some home improvements for us. He said he had to have 1/2 of the money up front. We gave him 300.00 and then it was one excuse after another as to why he could not get over to do the work. 3 weeks later we told him that we no longer needed his services and wanted our money returned. Again, one excuse after another, now he will not return our calls and refuses to even answer his phone. What legal recourse do we have? We have a signed receipt for the money we gave him.

Have an attorney send a Demand Letter, then follow up with small claims court. (You may also wish to complain to licensing authority, if contractor is licensed.)
