child custody

My son's exgirlfriend had his child and left the state. She is on state assistance and he is paying support. How can he get visitation and did she have the right to leave the state? Also - how can he get a copy of the birth cirtificate so he can get benefits for having a dependant?

He will have to file a petition to determinate paternity, and ask for visitation and volunteer to pay support.
