Legal Question in Civil Litigation in South Dakota

My brother's ex-wife committed suicide a few years ago and her then husband had possession of her three vehicles left for her three children. Her brother somehow got the titles and put them in his name by fraudulant means (this is just what I hear). Apparently he told the people that there were no heirs entitled to the vehicles. Then to my understanding a lawsuit was filed by her then husband and he got the money from that. My brother has employed a lawyer trying to get the titles back, to no avail. This has been going on for over a year and I am just wondering what the next step should be for my brother to take
