False Complaint

I being an Indian national have been Living Overseas in a commonwealth country since past 25 years with major buisness activity and assets In 2003 on a false complaint I was remanded by Police furthermore Police charged me for cheating public property hence got bail on from higher court after 3 months in remand ground beings Public Property NOT APPLICABLE. In 2007 indicted and then acquited in 2008. Can I file for Damages & Defamation against the foriegn State in India.
