Legal Question in Disability Law in Tennessee

Medical Negligence/Malpractice report/test results was big factor in disability

If the disability determination dept. bases it's decision on any reports, from doctor/hospital that's clearly guilty of medical malpractice & negligence, does that also make those that accepted their medical records also guilty of the same? If anyone in the medical profession that accepts the the reports,etc. of other medical professionals, and makes any decision's based on them by their records only, aren't they also guilty of medical malpractice/negligence?
