I am a cosigner on an auto loan and Im drowning in debt. The primary account holder is now incarcerated. Can I file chapter 13 without the primary holder?

Yes, absolutely you can file bankruptcy without the co-debtor. You do not need to file with anybody. You can file yourself providing you qualify for either a Chapter 7 or 13.
