can you own the rights to a "one of a kind" type of inspection service that is currently not being done so that it cannot be replicated by anyone but you or your company?

You can have a 100% monopoly until someone else discovers what you're doing and copies you. It's called free enterprise and competition is strongly favored by the law. That's why companies franchise, because the underlying business idea, while novel initially, can be easily duplicated, but the power of the brand makes all the difference.
