usage rights
We are a design agency and did work
for a large company for 13 years.
they moved thier headquarters and
are using a new design firm. They
want us to organize and turn over
13 years of files without paying for
our time to do so. they say they own
the files.We do not disagee but our
time to collect and organize should
be worth something right? we want
to be fairly compensated for our time

It depends on the agreement that you had with them. As a general matter, they are probably right, the files are theirs. Also as a general matter, you are right, a person does have a right to get paid for the services that are provided. However, you may want to consider future business opportunities in deciding what to do.
