Conservator restricting civil rights

I would like to know if a conservator appointed over a person can restrict the persons' right to send and receive mail, send and receive phone calls, and have visitors?

In general, no: it's not slavery.

If you have any questions about conservator authority, you need to get it clarified in the court documents.
