If I pay dues to a homeowners association that has a volunteer email for everyone in the neighborhood that wants to be on it, can

I be discriminated against receiving emails on the basis that the email coordinator does not care for me? I have been dropped from the list.

It all depends on the bylaws of your homeowner's association. If membership entitles you to the email group messages, then you can sue the moderator for breach of contract. If the email group is something personal and not actually a part of the homeowner's association, then you may be out of luck. Of course, you can set up your own email neighborhood group as I have done.
