When calling customer service phone lines, we always here this call may be recorded for training purposes.
Does this allow the end-user/caller to also record the call without actually telling the agent?

No. Federal law prohibits the secret taping of telephone conversations. You must tell the other people on the line that you are tape recording the telephone conversation.
