Legal Question in Civil Rights Law in Tennessee

What type of case?

My 16 year old daughter was placed in state custody as a delinquent/unruly child. The state never had a ratified permancy plan. She was in custody for 11 months. We finally went to court and the judge ruled that the state was required to have a permancy plan within 60 days and thus had violated our rights. He ruled that my daughter would go home that day. I am considering suing the state. I wish I could include pain and suffering too. Would this be a civil rights case or what type of lawyer do I need.

This is a due process claim (constitutional law). You may also have other state law tort claims as well. You should find a lawyer who has handled a lot of civil rights/constitutional law cases. Richard Fields in Memphis would be great if he would take it.
