Ok i own my own website, and i have a section of my site where i wanted to post links to sites and software that i feel are good quality. EXAMPLE:

Hey All, Visit this new site i found. http://www.lawguru.com

Or,

Hey PPL, Heres a great download. http://www.oxide.com/file.exe

The question is would i have to contact these webmaster in order to post the link on my site?

No, you do not need permission to post a link the way you have shown in this example. You could even post a description of the site if you wanted.
