What determines the business address of an internet business?

Generally, the business address would be where there is a brick and mortar presence. If the business is an entity, it may be the state of incorporation, or elsewhere if the entity operates as a foreign corporation, for example.
If you are asking about jurisdiction for a lawsuit, that is a separate question.
