collection on debt that was never billed

My son was activated and sent to Kuwait in April. He notified his apt complex as soon as he knew; and took his orders as soon as he received them. He was in contact everyday b/f he left. The last thing he was told was that they would send his deposit to his forwarding add (mine, I am his poa). In June I received a collection letter for ''insuff notice penalty''. He was never told he owed that, therefore had no opportunity to pay it. He left my address and phone number (displayed on their document), but we never received a call or letter. Can they turn this over for coll w/o a good faith effort to notify the tenant it is even owed? That added another $100. (I think it is immoral, if not illegal, that he has to pay anything considering it was out of his control.)

You need to contact a JAG officer; there are laws concerning debt collection while a soldier is overseas.
