a person under a wage earner has been recently classified as disabled and can no longer work if this person has a vehicle in their name can it be taken away and can disability be garnished

I assume the vehicle has a loan on it and you fear repossession. Yes, they can retake their secured property. As for disability, there are limitations but you have not indicated what kind of disability you are on. Seek the advice of local counsel for more information.
