Can an arrest, not a conviction just arrest, be visible on a pre-employment background check?

Yes, an employer may discover arrests from reading the newspaper, for example. There is a big difference between "arrested" and "convicted."
Official state records releasable to an employer should only reflect convictions. And in Tennessee, even arrests can be expunged from public records if diversion is completed and the records are expunged.
