Legal Question in Criminal Law in Tennessee

I was asaulted because I was diabled

A man beat me up and did sevier damage to my face, requirering reconstructive surgury, because I was parked in a handicap parking space even though I have my handicap windshild card, and license tag on the car. He would not listen or look at eighter. Police did nothing, I filed a warrent they let him--name removed--on bond. Is there another law he can bre re-arrested on in the civil rights statutes?

If the police won't arrest him, then I would seek a civil case against him for your injuries.
