Blakely vs. Washington in Tn.

I am wondering with the recent Blakely vs Washington ruleing will that apply to people who have been convicted in the state of Tennessee as well. If so what steps do you take to start the process of getting your case heard to see if your case qualifies for a sentence reduction?
