my boyfriend got sentenced to 4 years at 45% in sumner county gallatin Tennessee for theft over 500 but under 1000 how could he go about getting approved for a supended sentence

There is no motion for suspended sentence at time of sentencing, the judge automatically considers probation if the defendant is eligible when sentence is imposed.
Sounds like the Defendant is a slow learner, a 45% release eligibility comes about only if he is a Range III offender (4 or more prior felonies on his record).
Still, have his lawyer check when the sentence was imposed as Tennessee recently changed the laws on dollar amounts for felony vs misdemeanor and classification of offenses.
