Can i be changed with class e felony when the value is less than $500

ASSUMING you are charged with "Theft of Property" and the value of the property is less than $500, the answer is "No, you cannot be convicted of felony theft, but you can be convicted of misdemeanor theft."
If your question is "Who decided the value of the property?" the answer is: "The jury," or if there is no jury, the judge.
But you should be know that Tennessee changed the grades of theft fairly recently, and a Felony Theft now requires the property to be valued at $1,000.00 or more.
