child abuse

hi.my name is--name removed--.9 years ago i was charged with child abuse. however,i was never arested,i was never brought before the d.a.,and i was never brought beforeaj udge.thay simply told me i had no right to my son,untill i got myself a lawer,and brought this matter to court,all on my own.can thay do that?well i didnt think that was right,so i stoped paying my child surport,so when the amount got to a high enough point,thay took my commercial drivers licence away.and i had been a driver at the time for the pasted11 years.can thay do that as well?
