Re: court costs
One reason a court can appropriately deny a request for a court-appointed attorney is if the court WILL NOT impose any jail time at sentencing.
But there are other reasons why a court can deny such a request, however the information you provided about your case (charge; case facts; your prior criminal history; what your true financial information is; your efforts to hire an attorney; etc.) was incomplete.
Re: court costs
Your question is not specific enough to provide an accurate answer. However generally, not all parties in all cases are entitled to a court appointed attorney.
Re: court costs
Not in a criminal case involving sufficiently severe penalties.
