Can fugitive charges be dropped

Yes, and in fact they often are.
A "fugitive from justice" warrant is simply a way for Tennessee to hold a person in jail because that person is wanted by another state.
In nine out of ten cases I have seen, the person simply waives extradition and voluntarily agrees to go the state that is holding the charges against them.
Once the waiver is signed, the judge usually dismisses the "fugitive from justice" warrant and the person is transported to the requesting state.
If the person refuses to waive extradition, then the fugitive from justice warrant provides the legal means to hold them in jail while the requesting state goes through the formal extradition process.
