Is it illegal to use a proxy to evade a forum ban and make a new account?

Yes.
T.C.A.�39-14-602 makes it illegal to access any computer system without authorization.
Punishment starts as a Class C Misdemeanor ($50 fine; 30 days in jail) and then goes up depending on the nature of the authorized entry and the results of the unauthorized entry.
There are interrelated offenses, including Theft of Services, Criminal Impersonation, etc. that can carry even greater punishment.
Further, there are civil penalties for unauthorized access into a computer system, and under certain circumstances can result in the requirement to pay damages to the victim (not less than $1,000 per day, if it involves spamming) as well as their attorney fees.
