Can i issue a witness (court appearance) subpoena on myself?

No.
A subpoena is "process."
"Process" is a document issued under the authority of a court.
To serve process, the server must be: "... any person WHO IS NOT A PARTY and is not less than 18 years of age. The process server must be identified by name and address on the return.
I guess the real question is why?
