Can a judge agree on record to take a plea worked out by a person and the DA's office, then take the agreement away from the person after the fact?

If the Court refuses to accept the plea agreement as entered into between the DA's office and the Defendant, the State and the Defendant both have the right to withdraw the agreement and demand a trial. But, yes, the Court CAN reject a plea agreement reached between a Defendant and the DA's office.
Not particularly uncommon for it to happen.
