How can I get a shoplifting charge (over 10 years old) expunged from my record?

If you were "convicted" (that means the judge actually said "I find you guilty, I enter a judgment of guilty" then you cannot get it expunged no matter how old it is. If you were placed on diversion (pretrial or post-trial) and completed it successfully, you are entitled to have the records of your arrest expunged upon payment of a fee.
If you were merely charged, and never convicted (case dismissed, nolle prosequi entered, no true bill returned by a grand jury, of if you were found not guilty) then you are entitled to have all records expunged on demand and at no cost to you.
