DUI fines
I had several DUI arrests in 1997 and am now wishing to reinstate my drivers license in another state. Do all of my fines have to be paid, even after this long to clear the state of Tennessee so that I may obtain a license in Florida?

The state of Florida will actually be making the decision, but it would be very surprising if Florida, or any other state, allowed you to get a license in their state without first resolving (in other words paying) all of your old fines in every other state.
So, yes, you are almost certainly going to need to take care of your old Tennessee fines before Florida will issue a license.
