Accepting a fathers parental rights

My son is incraseded in a Mississippi state prison, & his daughter has been living with me for the last year and a half, she's now 2 and will be 3 in June and the father wants me to have his parental rights until he is relased from prison because the mother is on drugs and is unable to care for her and he wants me to have all his leageal rights to be able to keep her in this home until the mother can get help for her self and have the child in a safe and secure invermont. At this time the mother does not have a home and no job and is staying with friends, and we are afarid that she may decide to try to get the child so she can get public assictance.
