Breach of verbal contract involving children

Ex-wife gave permission for children to go on cruise, although not during a normal visitation as per divorce decree. After months of paying for trip, one week before sail date, she changed her mind. Now says that she is not responsible for half of fare not used by children. Do I have legal grounds for small claims suit in this matter?
