Help with brothers threats

I presently reside in TN, and have an estranged brother who resides in Ohio. He has made threats on numerous occassions, especially when I'm in Ohio visiting other family, to cause physical harm, etc. I'd like to get a order of protection, but neither court (TN or OH) wants to help, each referring back to the other. What can I do? I call the police each time he does something when I'm in Ohio, but with nothing in place, I'm at a loss.

If your brother lices in Ohio, and that is where he made the threats, that is where you need to take out an Order of Protection. If the clerk's office for the local court there is reluctant to help you with the paperwork in filing it, talk with a local attorney there to get help.
