Name Change of a Minor (Contested)

A relative wishes to change the last name of a minor (4 year old) in Tennessee (Knox Co). The parents are divorced. The father is incarcerated in TN and has regular contact with the son (as permitted by mother) on phone and in visitation. The mother wishes to either change the boy's name to her maiden name, or hyphenate his name with her maiden name and the father's name. The reasoning behind this is the father committed a crime and she does not wish her son's name to be associated with the crime committed by the father in the community (crime occurred 8 years ago). The father will be incarcerated probably at least another 8-10 years. The father is adadamantly against the name change as well as most family members. Can she change his name against the father's wishes? Does he have any rights of communication with the court (in a hearing or otherwise) since he is incarcerated? Thank you.
