can i legally sign my parental rights over pay no child support no visitation no contact at all

No, and only a sorry excuse for a human being would attempt to do so, kicking a child to the curb like so much garbage simply to avoid paying child support.
Tennessee does not allow it. You will not only continue to be required to pay child support (unless the child is adopted), but your failure to spend time with the child can serve as a basis for INCREASING your child support.
