child custody for unmarried parents.

i am actually writing for a friend of mine who is going through a situation currently where the mother of his 3 year old daughter is trying to move to arizona with her. They have no custody agreement but he does pay child support. The only reason she has her is for the money and because she doesnt want to look bad giving him custody of her. She is not a very good mother and doesnt do what she needs to to take care of her. She never takes her to the doctor when shes sick and always as the ''she will be okay'' attitude. She has been engaged to three men in the past two years and lived with all of them. She doesnt care about her the way a mother should. Anyway my question is what rights does he have? can she take her or does he actually have a chance to get some sort of custody to keep her from moving. Thanks.

He needs to get a lawyer and take his issues to the court. Tell him to go to legal aid if he cannot afford an attorney, or needs to make payment arrangements.
