Assuming the divorce and parenting plan are the result of a Tennessee Court action and you and the child(ren) still live in Tennessee - go to court and get a judgment against the father for past due child support. You can then take that judgment to the state where the non-custodial parent lives and that state will give full faith and credit to the Tennessee judgment. This means you can have the judgment domesticated in the other jurisdiction and that will allow for garnishment of wages and any other means of enforcement available in that state.
