my daughter want's to divorce her husband but he is not legal and he has been out of the country for 2 years how do she go about getting her divorce?

There are grounds to get a divorce if the parties have been separated for two years or longer if they have no children. If they have children, you will have to file under another ground and see if you can get a default judgment if he does not respond. You will probably need to talk to an attorney as I believe this type of divorce would be more difficult for someone to file pro se.
