My firend has filed for divorce and paid his half his wife refuses to pay her half or sign this has been going on for over four months can you file anything without another signature

You can file a divorce petition without another signature. However, unless it is an "at-fault" divorce, the parties would need to come to some kind of agreement to settle the case. An example of an "at-fault" divorce is one obtained for adultery and the like.
