If a husband cleans out his bank account and moves to another country, but is still legally married. How can the wife divorce him and claim her share of a thirty year marriage, when there is no contact number to reach him

You would need to publish a notice in your local newspaper in the Legal Announcements column. If you call the Clerk and Master's office of Chancery Court in your local county, the clerk should be able to tell you the requirements to give "due process notice" to a party who has moved out of state through newspaper publication.
