When a judgement is filed do all parties have the right to be notified in a timely manner? If they are not notified what legal stand can be taken and how?

Yes. They not only have the RIGHT to be notified, under Tennessee's Rules of Civil Procedure, Rule 58, if they are NOT notified, the court's order is not effective.
