Father is a street bum and dont work. How can we get help with child support?

My daughter made a mistake and hooked up with a Man that simply will not work and has never worked. He is a bum. They never got married but the child is his and he accepts it and wants to use the child as a way to have someplace to live and eat. We have a restraining order on him as he is harrassing her. He is currently in jail for criminal trespassing into her apartment while she was away for a few days. She came back and had him arrested. How in the world is she going to get help with child support if he will not work? He also has a criminal history dating back to 1996, for assault, theft, DUI, Harrasment, vandalisim. The child is 5 years old now and she is trying to make a better life for herself and her child. He has never paid child support. The mother lives in Tennessee. What can we do? Sincerely, a worried Mom.

Your question does not say whether there has ever been a court order for him to pay child support. If not, you should seek a petition for child support. The courts will use your daughter's income as well as the "bum"'s earning capacity if he is not employed as well as a few other factors to calculate child support.
