what are grounds for terminating father's parental rights

my son's father has never paid child support and there has been no contact in 3 years. can I have his rights terminated?

If the father of your child has "abandoned" the child, there is a possibility of termination of parental rights. Failure to contact or pay support for such a long period of time may very well amount to such abandonment. I would contact a lawyer who handles adoptions/termination cases in the area in question and discuss this issue.
