Guardianship v. Adoption

My godchild who is 12 YOA (no blood relation) wants to live with me, the child's parents are considering allowing this. They have stated that they could not provide any financial support for this child. Should we be looking at legal guardianship or adoption and what's the differences? Also, child currently lives in State of Georgia, my husband and I live in Tennessee. Where would we conduct the legal filings?

Any legal action concerning the custody of the child needs to be taken in the state having jurisdiction over the child. In your case, that would be Georgia, IF the child has been there for the last six months or more.
