Legal Question in Family Law in Tennessee

I have a neighbor that for the last 6 years has been nice, but doesn't out weigh the bad. He is convicted of at least 1 DUI, got kicked out of the military, is an alcoholic and a crack addict. I am tired of it, I have 3 small children and am tired of him stepping all over me. I have told him serveral time to stop, corrected him on things he has done and yet he still continues. He has given out my phone number, called drug dealers for them to come deliver his drugs, from my home. I have to keep my front door locked at all times, not because of my kids, but because he feels it ok to walk in whenever he wants something. A few weeks ago he walked into my privacy fenced back yard and helped himself to the gas in my shed. He has also attempted to get into my house when I wasn't at home. I have to keep in mind that he still is my neighbor. I talked to his PO when that last thing occurred and he said the most time he would get is about 6 months for the violation. We are a military famiily and can't move soon enough. Why am I getting forced out of my home to get away from him? Where is the system for me? What can I do to protect my family?

You have already mentioned what you can do, in having his probation officer violate him, but you don't like that option. Getting rid of him for 6 months seems to be something quite real that the legal system will do for you with little effort on your part.
